Best way on a phone, if taken photo on phone, reduce file/image file with 3rd party software or email it to yourself, it should give you the option to send it large, small or medium, open email on phone, download photo to wherever you store them then in post click where it says upload file, you have to be logged in, select your photo and when uploaded insert in post.
