As things stand right now, that is correct, whilst "tourism" is one of the permitted activities under the Schengen rules, Spanish border controls here take that to mean 'if you want to come into Spain from Gibraltar you need to be spending some money' a lack of a hotel booking of some sort being the favourite reason for denying entry. Since BREXIT, free movement across the land border here has become very restricted for non EU passport holders, its all very political with Spain's perpetual claims of sovereignty over Gibraltar and the fact that the UK Govt didn't include Gibraltar in its withdrawal negotiations with the EU,
