There are quite a few places that seem to be selling baffles for them from a Google.

Personally I wouldn't have shots on a Harley, short or long ones. They're basically drag pipes and they only flow properly at very wide throttle openings. For general road riding they rob the engine of a lot if torque. Much better, and quieter, would be a good 2:1 system.

I recently bought a 2009 Softail Custom that came with Short Shots. Like you, I found them too loud but didn't want to bite the bullet for a different system They are in excellent condition and I like how they look and how light and compact they are compared to the stock pipes. I purchased Vance and Hines baffles (they have two versions - I went for the louder of the two, as I read that the quieter one was super restrictive and had an unpleasant sound) priced at a rediculous $140. My Softail is still my loudest bike, but it is quieter now and I like the tone better than before. I think cheap eBay baffles might have done the job as well, but wanted totally fool proof installation.
