Amal 930 Carb Issues On T140v.

Hi guys
I have Amal 930 carbs on my 1978 t140v , I have replaced All the needles / jets/ air and pilot screws/ gaskets etc I also replaced the spark plugs. I have fitted the needle clip to the second slot on the needle. The bike starts and runs if I flood the carbs . If I switch the engine off it won't start again ,if I flood the carbs again it will start. Any help would be appreciated as I am a novice on Amal carbs.
