2007 Speed Triple 1050 Charging Issue

Last week I acquired a 2007 1050 and quickly realized it was not adequately charging the battery. I replaced the Stator with one from Ricks... still not charging. The new stator with the old R/R puts out 17v DC when not connected to the battery, but drops to 13v or less when connected to the battery and won't get above 13.4v even at 5k RPM. Am I correct in thinking the old R/R is likely the problem here?
