When I was a cop, I did this to a fellow officer I found sleeping on duty behind a shopping center. Ringed his patrol car with shopping carts. I did it to teach him a lesson. Anyone could have snuck up on him. He then complained to the chief of police that he would have been hindered if he had gotten a radio call! A-hole was later fired for an incident involving sexual impropriety. Proud to report I was instrumental in this piece of shit's termination.
