If you've got rusty Chrome it means the Chrome has been penetrated , either through external scratches or damage or poor preparation and/or Plating quality so you might as well use a metal polish like Solvol Autosol or similar. On new or still good Crome you really need a non abrasive cleaner.

What would people recommend as a non-abrasive cleaner, apart from Brasso?

Old fashioned 60s/70s/80s chrome is much tougher, the original process of chroming is not only toxic to the operative but the chemicals involved are no longer allowed to be used nor some of the processes, so modern chrome is thinner and less durable, once chrome has lifted, you're fighting a losing battle, using abrasive material like solvo will just accelerate the problem, also using hard sintered brake pads as the hot material that comes off when braking actually burns into modern chrome.
