Well maybe. Did they not say you can meet one person in a public place ? If so, did they specify a limit as to how far away that public place can be ? Is avoid non essential travel advisory or law ?
If you want to go for a ride then go. Take a rucksack, buy some bread and some aspirin and take the long way round.
There's nothing about it being law on the government's website. I thought I saw something about police issuing statutory notices but I can't find that now so maybe it was wrong.

Seem to remember at the last lockdown bikers got criticised by other bikers for looking for ways to get round the rules/ recommendations? To go riding. Ken. PS. If. It. Ever. Stops. Sodding. Raining..... I'll nip out on the bike when I can. I think as long as you're solo and not on a group ride you'll slip under the radar but I'd plan my route along the addresses of any aged relatives just in case.
I would say going to buy some bread and some aspirin would qualify as essential travel. Bread and aspirin seem like they are essential to me! And, as Steve said, you can always take the long way 'round.
I suspect I'm going to be a little more creative this time around - mind you, if it carries on pissing down every day it won't matter
