They should have charged them all with driving and then one or more would have grassed up the true driver, when faced with years behind bars and picking up the soap for the big dudes
The problem is a difficult one they have to be put away from the rest of us so as not to be able to run amock about us. I recon there should be different levels of prison and each time you go back you go to a harder prison
